The Magistrate is a Legendary Wizard Hat in Diablo III. It requires character level 31 to drop.
Notably, it enhances the Hydra spell by allowing it to automatically cast Frost Nova at its location every 4 seconds. This Frost Nova does NOT benefit from other rune effects. As of patch 2.6.8, it also increases damage done by Hydra, and applies to all runes, not just Frost Hydra.
