Terror's End is the third and last quest of Act IV. It is initiated by talking to Tyrael after Hell's Forge (quest) has been completed. Tyrael tasks the player with destroying the main antagonist of the game, namely Diablo himself.
When Diablo is defeated, the quest is completed. Of the original Diablo II game, this was the final quest. However, for players who bought the expansion, the adventure doesn't end here: when they speak to Tyrael, he will tell them about the Worldstone and Baal's army that is marching towards it. He would then open a portal to the Barbarian city of Harrogath.

See the Diablo article for tips on how to defeat Diablo in Diablo II. In the original game, the game would be exited automatically slightly less than a minute and a half after Diablo's defeat, leaving little time to collect loot and for chatting with the denizens of the Pandemonium Fortress.
Without the expansion, Tyrael only tells the player that "for now you should rejoice," without mentioning Baal.
