Steady Strikers were Legendary bracers in Diablo III. They required character level 8 to drop. As of patch 2.4, they no longer drop, being replaced with Ashnagarr's Blood Bracer.
Their only distinct feature was a guaranteed bonus to Attack Speed.

- +18–23 Dexterity

You need only intend to strike your target and your hands will wield the weapon with the confidence of a seasoned veteran.
