The Splintered Oar is a unique blue item with lore (just like Rakanishu's Blade and Wirt's Original Leg) in Diablo III.
It is a guaranteed drop from the unique boss Urzel Mordreg at the end of the quest Doom in Wortham in Torment I difficulty. It is somehow connected to the Black Rock Ledger easter egg.
