The Sacred Harness is a Legendary belt that was implemented in patch 2.3.0 of Diablo III. It requires Character Level 22 to drop.
Originally, it only dropped during Season Four, but since Season Four's end, it drops for normal characters as well.
The unique affix allows Judgment skill to have Debilitate rune (enemies deal less damage) in addition to any other. The free cast upon landing ignores and does not reset the cooldown of Judgment. Extra cast is performed the moment Falling Sword is cast (not the moment of landing!), effectively preventing enemies from leaving the impact area until the Crusader lands. It will be cast even if the Crusader does not have this skill equipped.
