Rune Master is an elite unique Ettin Axe from Diablo II: Lord of Destruction.
A rather strange unique weapon, Rune Master has no other inherent bonuses besides enhanced damage and a minimal boost to Cold Resist; its real strength is implied in its name.
Rune Master has the potential to have one of the highest number of sockets out of any unique item. Therefore, by inserting powerful Runes, Gems or Jewels, a player can essentially customize the type of bonuses that Rune Master bestows.
As a unique item, Rune Master cannot be enhanced with a rune word. So, the bonuses it gains are from the runes themselves.
