The Rotting Cellar is a random dungeon. It can appear in the Dahlgur Oasis in Act II of Diablo III.
The player needs to read a Lore in this area in order to complete the achievement Judge of Character. This area must also be explored in order to complete the achievement Nooks and Crannies. This area has no related quests. A merchant can be found inside.
