The Quick Draw Belt is a crafted legendary belt in Diablo III. It requires character level 26 to be worn.
Its level 70 crafted equivalent is the Fleeting Strap.
This belt, along with its level 70 version, is special in that it offers a guaranteed Attack Speed bonus, which normally cannot roll on a belt.
