Primal Resonance is a Druid passive talent in the Nature (Blue) tree.

Applies to all Earth skills that can deal Crushing Blows, and increases the total damage that effect deals, not the percentage of Life it calculates around.
Does not apply to other sources of Crushing Blows, if any.
