The Nemesis Bracers are Legendary bracers in Diablo III. They require character level 31 to drop.
The unique affix means a rare monster (with a very small chance of a zone-appropriate unique monster) is spawned every time the wearer uses a Shrine or Pylon. This is useful for elite farming. Note, however, that the monster will spawn (with its minions!) atop of the hero who uses the shrine, often instantly having them surrounded, with no way of escaping normally. Only the insanely bold or insanely suicidal of heroes who are lacking in toughness could hope to survive activating shrines with these bracers without aid and/or defensive or movement skills. Even if one does not plan on wearing the bracers normally, it can be helpful to carry them around in the inventory, briefly equipping them before using a Shrine, and reequipping the more powerful bracers↑.
Prior to patch 2.1, these bracers were also increasing the bearer's movement speed.
↑-This strategy will not work in a Greater Rift, due to the restriction of not being able to change equipment. Heroes who plan to partake in such an event would do well to leave these bracers in their stash.
