Langer Briser is a unique Arbalest from Diablo II: Lord of Destruction.
Its high added Lightning Damage combined with its chance of inflicting Open Wounds is extremely useful, and its knockback certainly keeps enemies at bay. Some character classes can use it more effectively than others however, as Attack Speeds vary from class to class. It is also one of the only bows that have magic find as an attribute.

It's name might be a reference to a videogame series Langrisser The game centering around the legendary sword called the Langrisser, A German for "Lung Ripper". The Open Wound chance modifier seems to directly allude to this namesake.
