Isthe is a guard based in Menestad.
In 1336, the Wanderer gave tithing demands to Merchant Lord Telgun. Telgun had made plans for the demands to never reach Menestad, but Isthe urged restraint. Telgun thanked him and calmed down.[1]

Isthe is a Fractured Peaks NPC in Diablo IV. He is found in Menestad. He can be heard talking to Telgun after the end of the "Menestad Coffers" side quest.
