The Guardian Tower was built in Kehjistan to contain Mephisto. The Lord of Hatred himself was actually imprisoned three levels underground, while the tower is said to have risen three levels high.

Why? So that the tower marks the spot where Mephisto was buried. The Horadrim built it planning to keep Mephisto there until the end of time, allowing the Skatsim to guard him. Over many centuries the buildings would turn to ruins. Without a tower, the ruins would deteriorate quicker allowing for a new town to build ontop without knowledge of Mephisto buried beneath. In this way, Mephisto might be able to influence hatred in those above him, but without a way for anyone to go down and stop him (not knowing where he is buried exactly). But with a tower it would take much longer to completely deteriorate and would mark the spot as a great importance for much longer. On the other hand, a tower draws attention to anyone planning on releasing Mephisto. But then thats what the Skatsim were for. The Horadrim didn't plan on Diablo escaping or the Zakarum taking over.
