The Gray Wards originated as a camp outside Staalbreak, inhabited by those who refused access to the city. By the time of the Rage Plague, the Gray Wards had apparently been incorporated into Staalbreak proper. However, they were a dangerous area, where one was liable to have their throat slit if they weren't careful.
