Fleeting Strap is a crafted Legendary belt in Diablo III. It requires character level 70 to be worn.
Its level 26 crafted equivalent is the Quick Draw Belt.
This belt offers a guaranteed Attack Speed bonus, which normally cannot occur on a belt.

Crafting
Fleeting Strap can be crafted using the Plan: Fleeting Strap, 64000 gold, 20 Reusable Parts, 20 Arcane Dust, 30 Veiled Crystals, Arreat War Tapestry and Corrupted Angel Flesh.
Prior to patch 2.0.6., it also required one Element of Celerity, which only dropped off the unique Scavengers.
