As it has an extremely high maximum attack damage, Earth Shifter could be of minor use to Druids who specialize in Elemental Skills due to its very high bonus to those skills and its boost to cast rate. However, this item is extremely impractical for any Druid to use because of its 253 strength requirement - a stat elemental druids have very little reason to invest in. To equip this weapon would surely mean reducing one's life total by an incredible amount because the investment would prevent those points from going into vitality instead.
To further minimize the value of Earth Shifter, the low Faster Cast Rate provided by the weapon pales in comparison to many one-handed/shield combinations, such as Heart of the Oak and Spirit. All of these considerations make this weapon pretty useless.
One caveat is that a specific build of Druid utilizing Werewolf and having a fully synergized Fissure (to take advantage of the proc) can make effective use of this weapon both due to its high melee damage and how Fissure can be utilized to take out crowds of mobs. It is not the most effective hell build, but fun and with fire/physical damage in spades, it is a viable hell build for those not min/maxing.
