The Durance of Hate was the lair of the Lord of Hatred, Mephisto. When the Zakarum were charged with defending the Prime Evil's soulstone, it was kept within the Temple of Light in the Temple City of Travincal, deep in Kurast. Mephisto managed to corrupt the entire High Council of the Zakarum with the exception of Khalim, the Que-Hegan, who was killed and replaced by Sankekur. Sankekur eventually became Mephisto's host.
Deep in the Durance was a portal to the Burning Hells, opened by the reunited Three Brothers to make way for Diablo. After the player defeats Mephisto, he/she follows the Lord of Terror into Hell with the Lord of Hatred's soulstone in tow.
Background
As a place of "hate" would be an inappropriate use for a basement of a holy temple, it was ostensibly used for and named a holier name, but the exact previous purpose is as-yet unknown.
Trivia
Since the word "Durance" means "incarceration or imprisonment," the name of the location fits since Mephisto, the Lord of Hatred, was imprisoned there. The name of the location would mean "Imprisonment of Hate."
