Council Members are a monster type found in Diablo II.

Council Members were leaders of the Zakarum, irrevocably turned into demons to serve Mephisto. Once faithful and generous leaders of their people, the ruling members of the High Council of Zakarum were twisted in form and spirit, and took their followers down a darker path. Ruling from the shadows and speaking only through ensorcelled priests, these corrupted holy men abused their positions and misguided the faithful into attacking those who followed the Light. Their betrayal to their people did not go ‘'unrewarded' by Mephisto, however, as they were granted abilities far beyond those of their mortal followers.[1]
In-game[]
Council Members are a special type of monster which are only found as super-unique bosses. They never spawn as normal monsters unless as the minions of their respective bosses. Even so, the normal ones gain their bosses' magical bonuses.
All Council Members were once powerful human warriors. The Act III Council Members were members of the High Council of Zakarum and the lone Act V Council Member, Bartuc the Bloody may have been the legendary Bartuc, the Warlord of Blood.
Council Members appear only in Travincal's Blackened Temple and on the third level of the Durance of Hate. Players with the Lord of Destruction expansion will encounter them in the Throne of Destruction as well.
As mentioned above, Council Members only spawn as bosses or as minions. There are a total of 7 Council Member bosses in the entire game, 6 of which are found in Act III. It is interesting to note that for the Act III Council Members, their special attributes are related to the second part of their names:
- Ismail Vilehand (Cursed)
- Geleb Flamefinger (Fire Enchanted)
- Toorc Icefist (Cold Enchanted)
- Wyand Voidbringer (Teleportation)
- Maffer Dragonhand (Extra Strong)
- Bremm Sparkfist (Lightning Enchanted)
- Bartuc the Bloody (in Act V, see Bartuc)
As stated above, Council Members can prove to be quite challenging.
Council Members cast Hydra, which in turn spew out fireballs. When a Hydra appears it's best to lure the Council Member away as to avoid taking Fire damage. Council Members don't regenerate health naturally, though they can heal themselves and others, so it's essential to burn them down as fast as possible.
