Commander Kaya is a member of the Westmarch Guard.

Kaya beholds Skarn
Kaya led the Westmarch Guard in the defense of the capital when it was attacked by Skarn's forces. She fought alongside the Shard-seeker, and thanked them for their aid. An apparition of Skarn appeared before them, Skarn declaring that he would unleash hell upon Sanctuary until humanity begged for his salvation. Kaya ordered the Shard-seeker to hunt down Skarn's forces, and declared that if Skarn desired hell, Westmarch would give it to him.[1]
In a future foreseen by the Einfrinn Tree, Kaya was killed by Lassal the Flame-spun when the Wrathborne invaded Westmarch.[2] However, this future was apparently avoided.[3]
Kaya used her rank to allow the Shard-seeker investigate the red boulder that crashed beyond the Wolf Gate.[4]

Kaya appears as an NPC in Diablo Immortal, found at Westmarch Palace. She appears in a cutscene in "Opening the Helliquary," and features/featured in the quests "Dawn of Damnation" and "The Chainbreakers."
