Applies only to Cold spells that already have the capacity to Chill enemies. While the 20% extra Chill may not sound too effective, note that this is +20% bonus per hit that stacks, leading to much faster buildup of Freeze on the target.
Obviously, with Endless Winter, this talent becomes much less effective.
